Changes to Indonesian Standard Industrial Classification (KBLI)
New KBLI Codes Under BPS Regulation No. 7/2025
On 18 December 2025, the Central Bureau of Statistics (Badan Pusat Statistik – “BPS”) enacted BPS Regulation No. 7 of 2025 on the Indonesian Standard Industrial Classification (“BPS Regulation No. 7/2025”), which introduces new KBLI codes. Through this new regulation, the government harmonizes the concepts, definitions, and classifications of business activities and aligns them with the International Standard Industrial Classification of All Economic Activities (ISIC), Rev. 5.
Key Points You Need To Know

Under the previous regulation, business activities were classified into 21 categories. Under BPS Regulation No. 7/2025, business activities are now classified into 22 categories by dividing the former Information and Communication category into the following 2 categories:
a. Publishing, Broadcasting, and Content Production and Distribution Activities; and
b. Telecommunications, Computer Programming, Consulting, Computing Infrastructure, and Other Information Services Activities.
Although the number of categories has increased, BPS Regulation No. 7/2025 reduces the total number of 5-digit KBLI codes from 1,789 to 1,560.

There are significant changes to various KBLI codes, including those relating to intermediation services, retail business, digital content production, carbon-related businesses, manufacturing businesses, textile fastening production, real estate, and other relevant sectors.

If affected, a company must adjust its KBLI code(s) to reflect the new code(s). This mandatory adjustment should be completed no later than 17 June 2026 (6 months since the enactment date of BPS Regulation No. 7/2025).

As of the date of this Alert, the Online Single Submission (“OSS”) and the Minister of Law (“MOL”) systems are still using the KBLI codes under the previous regulation.
What It Means For Your Company
Companies should monitor the timing of the OSS and MOL systems in adopting the new KBLI codes. Once the adoption has been implemented, the affected companies may need to adjust their articles of association, KBLI codes registered in the MOL system, business data in the OSS system, NIB, and other relevant business licenses, subject to further policies to be issued by the MOL and the Capital Investment Coordinating Board (BKPM). These adjustments should be completed by the deadline stated above.
